Cartooning is not simplified drawing - it's a different skill, built on exaggeration and reduction: pick the one or two features that make a face or figure recognisable, push those further than reality, and simplify everything else away.
A useful way to practise it is to draw the same character showing three different emotions using only the eyebrows and mouth. If the emotion still reads with everything else removed, the exaggeration is working.
